Will this be a made for adsense website?

Author: I want to make a website in which I'll write about things and in my articles I want to mix personal knowledge, information from books and info from other sites(and I'll cite them).
And I want to put ads on it.
Will this be considered as a made for adsense website??
If so what will be the penalty?Except of banning my site is it possible that I'll get a fee?
I meant fine (I don't know why I wrote fee! lol)

No it won’t be seen as an adsense website unless you have nothing to offer in terms of value contents to your reader and all you was plaster adsense all over. Your site will probably fail in any case if you did it this way.
I don’t understand what you mean about a fee? Setting up adsense is free. If you break their rules than you will be penalize and you can’t return. So be careful.
